PPA ridicules induction of Alo Libang as Parl. Secy.

ITANAGAR, Mar 05: People’s Party of Arunachal (PPA) has ridiculed the induction of Alo Libang as a Parliamentary Secretary.

The recent induction of a defected legislator as a Parliamentary Secretary amid public outburst has made mockery of the Anti Defection Law, PPA President Nikh Kamin said in a release.  

Alo Libang is one of the defected legislators against whom disqualification petition is pending in the Court of the Speaker. Now, it is upto the Speaker whether he will restore the sanctity of the chair he is occupying by disqualifying the defected legislators or reject the petition, Kamin said.

PPA, however, would leave no stone unturned in getting the defected legislators disqualified to contain defection of legislators in future in Arunachal Pradesh, Kamin added.

 

Changlang gears up for LS elections

CHANGLANG, Mar 5: With imposition of Model Code of Conduct, the DEO, Changlang formed flying squads in all five constituencies of Changlang district namely, 49-Bordumsa, 50-Miao, 51-Nampong, 52-Changlang (South) and 53-Changlang (North) with Circle Officer Bordumsa, EAC Miao, SDO Nampong SDO Changlang and EAC Khimyang respectively as head of the flying squad and made them functional with sufficient police personnel to register cases against bribe givers or takers and those engaged in threat and intimidation of electors.

 At Changlang the Flying Squad made public announcement of the provision under section 171B and 171C of Indian penal code warning the person(s) engaged in giving and accepting gratification in cash or kind and in threat and intimidation as punishable. All the citizens were requested to refrain from taking bribe and in case, anybody offers or is having knowledge about such cases then they should inform the Complaint Monitoring Cell of the district, read the message.

For complaint toll free numbers were also provided which is functional for 24X7 hours.

Meanwhile, training for Micro-Observer, Sector magistrate and Nodal Officers for the ensuing Lok Sabha Election was also organized in the conference hall of Deputy Commissioner’s Office, Changlang. The SDO, Changlang S S Choudhury was the master trainer of the training. DIPRO in-charge

 

Court orders attachment of bank account

ITANAGAR, Mar 05: The Court of District Judge West Sessions division, Yupia today passed an order attaching bank account of food and civil supply department, Government of Arunachal.  

While passing the order in the case of Likha Maj and other versus State of Arunachal (in execution petition no. 06/13-(YPA)-IN-M.S. Nos 2, 4, 7, 8, 9, 10 & 11/2007), the judge pronounced that “The bank account of the judgment debtors/department of food and civil supply, Govt. of Arunachal Pradesh being account No. ‘3456’ is hereby attached. The branch manager of SBI shall not allow the judgment debtors/ department of food and civil supply, Govt. of Arunachal Pradesh to operate above account no. ‘3456’ till further order.”

The matter has been listed for further necessary order on March 28.

 

Air Marshal R K Jolly  calls on CM

ITANAGAR, Mar 5: Air Marshal R K Jolly, Air Officer Commanding-in-Chief, Eastern Air Command, along with Air Vice Marshal Praveen Bhatt this evening called on Chief Minister Nabam Tuki and discussed various issues related to activities and projects of the India Air Force in Arunachal Pradesh.

Also present during the meeting were Parliamentary Secretary for Land Management Padi Richo, Chief Secretary Ramesh Negi, Commissioner Personnel K R Meena, Secretary Planning Sonam Chombay and Secretary Land Management Belatee Pertin.

Tuki appreciated the goodwill gesture of the Air Force in extending services to the people of Arunachal Pradesh at times of need. To a proposal of the Air Force to establish an Air Force Liaison Cell in the vicinity of the state capital, the Chief Minister assured support and cooperation.

The Chief Secretary resolved to convene a meeting of all concerned officials and departments soon to take up the issues raised by the Air Force so that all its projects in the state are completed successfully without further delay.

The AOC-in-Chief also assured the Chief Minister that the Air Force is keen to work in the social sectors for the benefit of local residents like conducting medical camps in remote and inaccessible areas. (MC, CM)

 

15 members AP team left for Jharkhand

ITANAGAR, Mar 05: The fifteen members’ team of U-19 players of Arunachal Cricket Association (ACA) has left for Dhandband, Jharkhand on Tuesday to participate in match being conducted by Board of Control for Cricket in India (BCCI) for associate and affiliated members from 7th March. Arunachal team is led by ACA secretary Kholi Tado as manager, Gollo Paul (Captain) and Kipa Tayam (Wicket Keeper).  Arunachal will take on Manipur in the inaugural match.

 

Over 500 benefitted from Army medical call

ITANAGAR, Mar 05: In an effort to provide respite to the people of Changlang district, the Assam Rifles (AR) conducted a free medical camp under Army MCA project 2013-2014 at Lower Bubang village on March 4.

A total of 573 patients including 210 females and 215 children were offered free treatment by the doctors during day long medical camp. An exhibition stall on health and hygiene awareness was also set up to educate the villagers on the same. The camp benefited not only residents of Lower Bubang village but also the  needy people of nearby villages.

The camp which was conducted successfully has undoubtedly brought the security forces more closer to the hill peoples.  DIPRO

 

ATA express dismay over non-deployment

of security in CBSE exam centres

ITANAGAR, Mar 05: The Arunachal Teachers Association (ATA) Papum Pare unit today expressed dismay over non-deployment security forces at two CBSE exam centres namely Royal International School Naharlagun and Donyi-Polo Vidya Bhawan Itanagar. ATA claimed that no security force was deployed at mentioned examination centre where as more than 756 students are appearing All India Secondary Certificate Examination (AISCE) under CBSE.

In a press statement ATA district unit stated that it is serious violation of CBSE exam code of conduct and total failure of authority and police department. The association condemned the administration for mismanagement of the security. It also said that non-deployment of security force will encourage students to practice unfair means in and outside the examination hall.

 

Field day on composite fish farming

ITANAGAR, Mar 05: Krishi Vigyan Kendra (KVK) East Siang, College of Horticulture and Forestry, Central Agriculture University, Pasighat organized a field day on composite fish farming at Ledum village in East Siang district.

The team observed the growth of fishes by feeding them floating pelleted feeds.

The subject matter specialists of the KVK educated the fish farmers about aquaculture techniques and strategies for future extension of farm. They were also trained on feeding method by using floating pelleted fish feeds manufactured by College of Fisheries, CAU, Agartala, Tripura.

 

EK Fair Price Shop Association seeks more rice allocation

ITANAGAR, Mar 05: The All East Kameng Fair Price Shop Association (AEKFPSA) sought 500 quintals more allocation of APL rice in the district claiming that current allocation of rice to the district is insufficient and could not able to meet the growing needs of people.

The fair price shop association also demanded for early release of Iodized salt from the months of May to October 2013. Though the state government had allocated 392 quintal of iodized salt for each month, the district had received only 100 quintals so far, it added.

It further sought the authority to release the wheat converted quota of rice to the district. It is said that government has allocated more rice to the district as diverted from wheat since the district has less number of wheat consumers.  The association also demanded for termination of labour contractor, FCI Seppa saying that the scarcity of rice in the district is partly due to negligence and insufficient labour  from nominee for distribution of rice.

 

Election preparedness reviewed

YUPIA, March 05: A review meeting of election preparedness of Papum Pare district held here at ZPC Conference hall, Yupia under the chairmanship of  District Election Officer Tai Kaye. Addressing the meeting DEO Tai Kaye called upon all the officers to work sincerely and to maintain the integrity of their service during the election.  

While reviewing the point wise all the important activities relating to ensuing Lok Sabha election-2014, he asked the officers to prepare themselves and their staffs well in advance for successful conduct of ensuing election in the district. ERO Toko Babu also advised the officers to maintain impartiality and discharge their duty without deviation from the Election Commission of India’s guidelines. All important poll related necessary arrangement and preparedness were discussed and reviewed during meet. All EROs, AEROs and Nodal Officers attended the meeting. DIPRO

Nine-phased LS polls to start from April 7, counting on May 16

Lok Sabha election in Arunachal on April 9

ITANAGAR, Mar 05: Lok Sabha elections in Arunachal Pradesh for two constituencies would be held on April 9, while notification would be issued on March 15 and last date for filing nominations has been fixed on March 22 next.

Scrutiny of papers would be conducted on March 24 while last date of withdrawal of candidature has been fixed on March 26 next. Counting of votes would take place on May 16.

The Model Code of Conduct comes into force with immediate effect with announcement of elections schedule.

Addressing the media persons here today, Chief Electoral Officer (CEO) C B Kumar said that altogether 7,53,170 electorates including 3,77,272 female would exercise their franchise in 2,158 polling stations in the state.

664 polling stations in the state are inaccessible while 8 polling stations are having less than 10 voters, 20 having less than 20 voters and 105 polling stations have less than 50 electors.

The C Sector polling station at Itanagar has the highest number of 1,650 voters, while Malogaon polling station under Hayuliang in Anjaw district has only two voters.

The CEO informed that more than 15,000 government employees were being deployed to conduct the elections besides, 13 senior officers have been appointed as state nodal officers.

"Central paramilitary force will be deployed throughout the state for creating conducive environment in addition to the state’s security forces," he disclosed.

The CEO further the Commission was focusing to check all kinds of inducements including cash, liquor and gift by any political parties. Moreover, he said, adequate number of general observers, police observers and expenditure observers were being deployed in the state who, would be coming from outside the state and would remain in the concerned district till declaration of the result.

On movement of poll personnel and materials to inaccessible polling stations, he stated that movement would be done in advance and enough air sorties have been requisitioned for transportation of men and materials.

The CEO disclosed that Arunachal Pradesh has been declared as one of the "election expenditure sensitive states" in the country. "The commission, based on inputs has identified 23 assembly constituencies in six districts of the state as most election expenditure sensitive," Kumar  added. The districts include, West Siang, East Siang, Kurung Kumey, Lower Subansiri, Papum Pare and East Kameng. "This time we are going to have targeted approach instead of general approach to monitor election expenditure in these districts," he said adding, the other districts would also be under the commission scanner.

As per Commission's directions, election expenditure monitoring (EEM) teams like video surveillance teams, video viewing teams, MCMC, flying squads and state surveillance teams have been constituted to check out any type of malpractices during elections.

"Banks have been asked to furnish daily reports on any abnormal withdrawal or deposit. Flying squads and state surveillance teams in each assembly constituency will check all the vehicles to ensure that no unaccounted cash of more than Rs 50,000 is carried by individual and political parties for election related activities," he said.

New Delhi: The high-stake Lok Sabha elections pitting Narendra Modi and Rahul Gandhi in a virtual presidential-style contest with a number of other PM aspirants thrown in will be held between April 7 and May 12 on nine days, the highest number of phases so far.

Counting of votes in all the 543 constituencies involving an electorate of 81.4 crore will be done on May 16, Chief Election Commissioner V S Sampath announced today at a press conference releasing the election schedule.

The first polling day on April 7 will cover six Lok Sabha constituencies in two states--Assam and Tripura--while the second on April 9 will cover seven constituencies in five states--Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Nagaland.

Assembly elections will also be held simultaneously in the states of Andhra Pradesh, including Telangana region, Odisha and Sikkim.

Flanked by Election Commissioners H S Brahma and S N A Zaidi, Sampath was at pains to explain the difference between nine polling days and phases saying the whole process from today to counting of votes on May 16 will be over in 72 days, three days less than it took in the last elections.

The Model Code of Conduct for parties and governments comes into force with immediate effect, he said.

Calling it yet another milestone in the history of Indian democracy, Sampath appealed to political parties and candidates to uphold the democratic traditions of the nation by maintaining high standards of political discourse and fair play in the course of their election campaigns.PTI

 

 

Assembly passes Arunachal Pradesh Lokayukta Bill

ITANAGAR, Mar 5: The Arunachal Pradesh State assembly today passed the Arunachal Pradesh Lokayukta Bill, 2014 paving the way for establishment of body of Lokayukta for the state of Arunachal Pradesh to inquire into allegations of corruptions against certain public functionaries and matters connected therewith.

Presenting the Arunachal Pradesh Lokayukta Bill, 2014 for passing on the floor of the house, Chief Minister Nabam Tuki termed the bill as historic and important to maintain transparency and accountability in the governance. The bill is in the interest of the people and act as the guiding pillar to streamline the activities of the government, Tuki said while informing that it is made mandatory for all the UTs and states to pass and implement the bill within one year time by January 2015.

Stating that India is committed to zero tolerance of corruption, the Chief Minister said that the Lokayukta Act, 2014 which was passed by the Parliament in January last will extends to the whole of the state of Arunachal Pradesh after it is passed by the state assembly.

Legislators J.K Pangging, Bamang Felix and Dr. Tangor Tapak participated in the discussion on the bill and advocated for its passing in the assembly to facilitate setting up of a social mechanism to man corruption for larger interest of the people of the state.

Later, the house also took up the Arunodaya University Arunachal Pradesh Bill, 2014 moved by Education Minister Bosiram Siram, the members of Arunachal Pradesh Urban local Bodies (Disqualification on ground of defection) Bill, 2014 and the Arunachal Pradesh building (Lease, Rent and Eviction) Control bill, 2014 moved by Rajesh Tacho, Minister of Town Planning and Urban Local bodies and passed by voice vote.

 

 

Assembly adjourned as CM and others stranded on road

Itanagar, Mar 05: Traffic congestion between Itanagar and Naharlagun today has forced adjournment of the state legislative Assembly for one hour without any business.

The house was adjourned for one hour immediately after the members assembled at 10 am by senior member Laeta Umbrey, who was on the chair, as Speaker Wangling Lowangdong, Deputy Speaker Jomde Kena, Chief Minister Nabam Tuki and several members could not reach as they were stranded in traffic along the NH 52 A.

The state assembly is situated at Naharlagun which is 14 km away from the state capital.

Traffic jam has been a regular phenomenon for Itanagar and its adjoining areas with long queue of vehicles remained stuck along the NH 52 A, the only road between Itanagar and Naharlagun, during peak hours. Though there is an alternate road from Itanagar to Naharlagun via Jully village, but its condition is not suitable for movement of vehicles. PTI

 

 

Vote on Account for 4 months approved in Assembly

ITANAGAR, Mar 05: The Arunachal Pradesh Fifth Legislative Assembly in the second day of its thirteenth session passed the Vote-on-Account for 4 months from 1st April, 2014 to 31st July 2014 for the  financial year 2014 -2015, along with the Supplementary Demands for grants for the current financial year 2013-2014 by voice vote.

Presenting the Vote on Account for four months on the floor of the  Assembly today, Chief Minister Nabam Tuki who is also the Minister in-charge of Finance informed that as the annual plan outlay for 2014-2015 has not yet been finalized by the Planning Commission, the plan estimates are based on the current year (2013-2014) Revised Estimate figure for 2013-2014 of Rs 3,443.93 crore. Tuki said that the estimates of expenditure in the Vote on Account for 4 months are based on salaries, wages, pension and other unavoidable expenses, adding that the State Plan Outlay has been fixed at Rs 294.57 crore, whereas the Non-Plan Outlay has been fixed at Rs 1,260.00 crore, besides a token provision of Rs 5.93 crore has also been made for the schemes funded by the NEC.

The Chief Minister, while stating that the Annual Plan Outlay for 2013-2014 was originally fixed at Rs 3,700.00 crore at the Budget Estimate level, disclosed that due to estimated deterioration in Balance from Current Revenues (BCR) mainly due to increase in Non-Plan Revenue Expenditure and due to estimated increase in repayment of loan, the latest estimate of Annual Plan for 2013-2014 has been arrived at Rs 3,443.93 crore with a shortfall of Rs 256.07 crore. He said that in addition to the State Plan Funds, the state also received funds from various central sources for specified schemes including the Central Plan Schemes, Centrally Sponsored Schemes, Schemes funded by the NEC and the Non-Lapsable Central Pool of resources.

The Non-Plan Revised Estimates has been finalized at Rs 4, 666.55 crore and the Non-Plan Revenue Expenditure Revised Estimate stands at Rs 4, 419.56 crore, while the Non-Plan Capital Expenditure has been finalized at Rs 246.99 crore, Tuki said adding that the increase in the Non-Plan Revenue Expenditure is largely due to expenditure on payment of salaries at enhanced DA of 90%, house rent allowance of 10% and enhanced allocation of pension payments, Panchayat and Municipal election expenditure, forthcoming Lok Sabha election preparedness, clearance of payment liabilities on Public Distribution System, Air Freight, higher allocation for purchase of power, creation of new posts and maintenance of infrastructure etc.

He further informed that the financial year 2013-2014 was opened with a cash balance of Rs 277.57 crore. Taken together with the unspent balances on State Plan Accounts /CPS /CSS /NEC /NLCPR /SPA/TFC from the last financial year of Rs 904.92 crore in the Supplementary Demands for Grants (Revised Estimates) 2013-2014, the net impact on the current financial year (Revised Estimate) 2013-2014 has resulted on overall deficit of Rs 627.35 crore, the Chief Minister added. Arunachal to move Centre for alternative road via Bhutan

Itanagar, Mar 5: Arunachal Pradesh Chief Minister Nabam Tuki today assured to move to Centre with a proposal for undertaking survey for an alternative road from Berakund in West Bengal to the state via Bhutan to avoid impact of frequent blockades in neighbouring Assam.

Responding to question from Congress member Takar Marde during question hour in the assembly today, Tuki said that the state government had already submitted a memorandum to the Centre pleading for construction of a road between Lumla in Tawang district and Bhutan besides opening up of border trade with Bhutan and Myanmar.

"During the visit of Union Minister of Road Transport and Highways Oscar Fernandes to the state last year, the state government raised the issue," Tuki disclosed and added that frequent bandh in Assam had affected development in Arunachal Pradesh as the state is entirely dependent on the neighbouring state for movement.

Earlier, Marde drew the attention of the House that without alternate roads, all the power projects and other important projects in the state have ran into rough weather following delay in transporting construction materials due to frequent bandhs in neighbouring Assam.

Admitting that due to absence of alternate roads, all projects in the state are facing impediments, Tuki assured the House to take up the matter urgently with the Centre. PTI

 

 

BJP flays Govts. on boundary issue

ITANAGAR, Mar 05: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has demanded the Home Minister to deploy adequate security forces at all vulnerable areas of the state bordering Assam in view of the prevailing volatile situation to ensure safety and security of people living in those areas.

Criticizing the both Assam and Arunachal Pradesh governments for not being serious over the vexed boundary dispute, state BJP spokesperson Techi Necha said that the people of Arunachal Pradesh have been suffering a lot due to lackadaisical attitude of the Governments over the issue. He said that frequent road and economic blockade against Arunachal Pradesh by various Assam based organizations are fall out of boundary dispute and these problems will be solved automatically when the boundary disputes is over.

The party Spokesperson said that the state government should take a bold step without any further delay to solve the long-pending boundary disputes permanently. He expressed surprise over state government allegedly not taking any step to solve the dispute even after constitution of the Local Boundary Commission by the Supreme Court and its admission to the alleged transfer of 30,000 Sqkm land from Arunachal Pradesh to Assam (Bordoloi Committee Report, 1951).

He also claimed that no CBI inquiry on Tarraso incident has been conducted yet and the assurance given by both Arunachal Pradesh and Assam governments to get the incident investigated through the premier investigating agency was just an eyewash.

 

 

Galo based organizations threaten indefinite bandh call

ITANAGAR, Mar 5: The District Demand Joint Action Committee Lower Siang, Galo Peoples’ Federation (GPF), Ramle Banggo Welfare Society, Dolok Banggo Elite Society, Jigo Yego Welfare Society, Likabali Youth Volunteer Association, Ramle Banggo Students’ Union, Jigo Yego Students’ Union, Galo Students’ Union and All Galo Students Union (AGSU) have threatened to resort to indefinite bandh call in 28 Likabali and 36 Nari-Koyu Assembly Constituencies if the state government doesn’t come up with a notification notifying Likabali as the temporary and Siki Rima as the permanent district headquarters of the newly created district Lower Siang by the end of the ongoing Assembly session.

Addressing a host of media persons at Press Club this afternoon, Galo Peoples’ Federation, President Nyadar Loya, while referring to the notification of Re-organization of Districts published on March 3 last which failed to mention the district headquarters of Lower Siang, said, “if the government still fails to heed to our demand after we resort to the indefinite bandh call, we will boycott the ensuing parliamentary election.”

“In the gazette notification published on March 3, headquarters of all the newly created districts were mentioned and failed to mention the district headquarters of Lower Siang.”

District Demand Joint Action Committee Chairman Sengo Taipodia, said, “Lower Siang district has been formed keeping in mind the various border problems that the areas under its jurisdiction face.

And the district headquarters has to be at the foothill so that the concern DC is available whenever need be to negotiate with its Assam counterpart,” further retorting “It must have been done intentionally to make us fight within ourselves.”

Meanwhile, GPF along with other CBOs had staged dharna at Lagun Bridge, Naharlagun, yesterday expressing its resentment over the issue. The dharna was proposed to be held outside Legislative Assembly, however due to imposition of 144 CrPC on the location had to be staged at Lagun Bridge.

Lower Siang district has been formed by including Nari, Koyu, Seren and Kora of East Siang district and Basar, Tirbin, Daring, Likabali, Kangku, Sibe and Gensi of West Siang district.

 

 

RFC team arrives in Arunachal with a mission

ITANAGAR, Mar 05: Famous Reading Football Club (RFC) coaches Keith Greene and Jamie Carr along with advisor Tomo Nomuk arrived here today with the wherewithal to hunt talent and train them within the next six months.

Besides football, dresses inscribed with Arunachal Pradesh and other equipments, they had the blueprint - Reading FC ready for U-13, U-14, U-15, U-16, U-18 and U-21 teams – as to how to hunt the talents and hone up their skills aiming ay global soccer.

This is the first time for Reading FC to train any players in India, Nomuk said.

Greene, having 18 years’ coaching experience, in an exclusive interview told this editor: I have heard that Arunachal Pradesh has lot of potentials. We would be training them the Reading FC way which would be tough and shocking to many of them.

“At Itanagar we would be working with 40 youths at Sange Lhaden Sports Academy for a month and give the feedback about their weaknesses and strength for them to work on.

“The routine would be same when we visit various selected places of the state for hunting talents and train them,” Greene, flanked by Carr, having six years’ experience, said with his eyes beaming with lots of hope.

“If we really get good players, we would take them for trail in our Reading Academy, one of the best in the world,” assured Nomuk.     

RFC, an English Premier League (EPL) football club, entered into a MoU with the Arunachal Pradesh Football Association (APFA) on September 30 last to give a new thrust to soccer in the state.  

The MoU was signed by Lok Sabha MP Takam Sanjoy, representing APFA as its president, and Nomuk on behalf of the premier club, in the presence of the Chief Minister, State Sports Authority chairman Tapuk Taku, MLAs Ralom Borang and Techi Kaso, officers of the sports authority and members of the sports & youth affairs department and the media.

The Reading FC showed keen interest for the MoU after its director Eamonn Dolan, deputy director Lee Heron along with Nomuk visited the state in 2012 on a week-long sojourn.

APFA president Takam Sanjoy termed this as fulfillment of the GoAP’s promise to engage experienced football coach to train local youths for them to carve a nice for themselves in the global scenario.

 

 

Lower Dibang Valley takes steps for free and fair LS elections

ROING, Mar 05: In order to ensure free and fair conduct of Lok Sabha elections in Lower Dibang Valley district, the district administration elaborated on several measures being taken to guarantee strict adherence to model code of conduct.

Talking to the mediapersons here today, Deputy Commissioner Shiv Kumar, also the District Election Officer (DEO), said several 'Control Rooms' in the district has been established to attend to complaints regarding any violations to election code of conduct.

"Malpractices by any vested groups in coercing the voters, distribution of liquors, or any misconduct that seeks to undermine the election code and conduct will not be tolerated," said Kumar.

The model code of conduct is in effect from today following the announcement of Lok Sabha polls to be held on April 9 in the state.

"Three controls rooms in Dambuk, Roing and Hunli has been established," informed Kumar and said that these control rooms will be facilitated by 'flying squads' consisting of an administrative officer and police personnel.

"These flying squads will be in service 24X7 and their contact numbers are being circulated widely," informed the district head. The following contact numbers for control rooms has been made available which are as follows - 09436635063 for Dambuk, and 03803 222311/222264 for Roing.

The officials in control rooms are equipped with video cameras and will visit all political campaigns and rallies to take note of any violation in election code of conduct. The district head also informed that video surveillance will be used during polling day.

Kumar appealed all the political parties to take prior approval of district administration before conducting any road shows, meetings, election rallies etc. To sensitize regarding such conducts, the administration has called for a meeting with all political parties in the district tomorrow.

 

 

Ex-servicemen rally at Bomdila

BOMDILA, Mar 5: The Ball of Fire Division continuing with their endeavour to reach out to the Ex-Servicemen and their families in the remote areas organized an Ex-Servicemen Rally at district headquarter Bomdila.

The rally was attended by over 100 Ex-Servicemen and their families from the three districts of East Kameng, West Kameng and Tawang.

Maj Gen GS Dillon, YSM, SM, GOC 5 Mountain Division along with several other senior Army and Civil officers attended the rally.

Addressing the gathering, the GOC highlighted the immense sacrifices made by the ex-servicemen during their service tenure under adverse conditions and assured them of the Army’s continued support for the genuine needs and grievances. He hoped that, the sacrifices made by these veterans would continue to inspire the present and future generations in the Army and motivate the youths to follow their footprints.

Deputy Commissioner AK Singh also spoke on the occasion.

A number of stalls were put up to render assistance on pension matters, health issues and personal records. In order to create awareness about the latest rehabilitation and welfare schemes for the veterans, a compiled booklet was given to all the Ex-servicemen. A felicitation ceremony was also organized in recognization of the unique sacrifices of the Veer Naris and Widows of the ex-servicemen on the occasion. DIPRO

 

 

Training on modern advance techniques of vegetable crop production concludes

ITANAGAR, Mar 05: The Department of Vegetable Science, College of Horticulture and Forestry, Central Agricultural University, Pasighat conducted 8 days training programme from February 24 to March 3. The main objective of the programme was to focus on production and productivity of vegetable crops through modern advance scientific technology.

Apart from training on application of modern advance techniques of vegetable crop production the participants were also briefed about the prospects of low cost poly houses and exotic vegetable cultivation.

The training programme was initiated and coordinated by Dr Rakesh Kr Dubey, Dr Vikas Singh, Dr VBS Chauhan and Amar Singh Shekhawat from the department of vegetable science.  A total of 30 vegetable growers of the district participated in the training programme.

Presiding over the valedictory function Dean of the College Dr. A. K. Pandey highlighted the prospects of application of modern tools in present scientific cultivation of vegetables and he also emphasized on introduction of exotic vegetable crops cultivation suitable for small holdings of the growers. Finally training was concluded with distribution of participation certificate and seed of cowpea var.

 

 

Board Chairman distributes

relief materials to fire victims

ITANAGAR, Mar 5: Arunachal Pradesh Building and Other Construction Workers Welfare Board Chairman Nyamar Karbak distributed relief materials which includes Solar Lantern, Blanket to the fire victims and Schools Kits to the students at Bingung Village, 32 Rumgong Assembly Constituency of West Siang District on Mar 3 last.

He appealed the villagers to be cautious to contain the re-occurrences of unfortunate incidents in future. He also highlights the policies of the Board and advised the school going children to dedicate their time on education and respect the old man of the village.

Talat Taga HGB, Tabang Tallom ASM Bingung Village expressed his gratitude to the Chairman APB&OCWWB for their philanthropy and noble gestures during the crisis.

Tamer Komut, General Secretary, Arunachal Pradesh Rajiv Gandhi Panchaytati Sangathan cum Vice President BCC (I) 32 Rumgong also urged the villager to be more cautious to avoid such kind of incident in future and appealed them to stay united during time of crisis leaving aside all political differences.

 

 

A tribute to Tasing Darang

I pay my rich tribute to 101 years old man Tasing Darang, one of the longest lived Adi of all time, who  took his last breath on 19th February, 2014 at Rengging (about 14 km away from the centurion town Pasighat). Darang was a pioneer in his own field and the state has truly lost a great centurion member.

Late Taper Darang and Late Yari Paron Darang parents of late Tasing Darang migrated from historic Kebang to Rengging village.  Later, Tasing Darang was born at Rengging and at 10 yrs he managed to take admission in Sadiya Mission School (Assam) in 1932 after selling one goat and one Gadu (Blanket) @ ten rupees. Later he served the state in various capacities right from Chief Sardar to VLW.

He will be remembered forever not only for his long survival but for his esteemed contributions; he rendered to the state in various capacities during his life. In 1943 he was entrusted as Chief Sardar in the 2nd World War by the then Head Clerk Rai Boruah to move Patkai Hills of Indo-Burma border to carry the loads of the refugees coming from Burma. After four years, the British officer G.C. Walker appointed him as Kotoki (Political Interpreter) on 15th September 1944, @ Rs. 15/- as monthly salary. Considering his dedication and sincerity the very impressed British Political Officer P.L.S. James appointed him as Agriculture Demonstrator in 1948, before leaving Abhor Hills. Later Darang was promoted and retired as VLW in 1972. His pension was fixed @ Rs. 70/- only and over the years it was enhanced upto Rs. 8,500/- at the time of his death.

He also worked under British officers like T.K. William and Person Sahab and had the opportunity to serve the people under Indian administrative officers like B.C. Bhuyan, L. Lunggalang, W.S. Siza. M.M. Lal, U. Chakma, R.K. Patir during his long 28 years of service. He was very famous and loveable in the Adi society due to his amiable nature and sincerity. He established good relationship with many renowned personalities like Apak Jamoh, Kuttik Moyong, Okang Tabing, Rokom Moyong, Kinu Darin, Subuk Tasung, Tobak Tayeng, Assom Borang, Boken Ette, Gidam Yomcha, Tapang Taki, Banom Perme, Balem Jerang, Kaling Lombing, Tolosobo Ering and Kitem Jamoh and many more.

According to available information, Darang nurtured nine sons and four daughters (one died) and was a proud grandpa of many great-grandchildren and great-great-grandchildren. (Offspring: Eldest to the youngest) Tayong Darang retired SSB Subedar Major, Tajong Darang Public Leader, Tayon Darang retired DC, Tarung Darang retired Jt. Director (V&AH), Taking Darang UDC, Tapi Darang EE(PWD), Tanu Darang (Mining department), Otem Darang (BA final year) and Jem Darang (Engineering student).

Darang was also one of the eye-opener in the field of agriculture who introduced modern irrigation method for Wet Rice Cultivation (WRC) field to the Adi people of the then Siang Frontier Division for bumper cultivation and harvest.

I pay my rich tribute to Super Centurion Tasing Darang for his wonderful long life, his commitments to the community. I know that ‘Centurion Darang was just amazing. He was physically and mentally sounds having a good appetite even at the last stage of his life. He celebrated his last Birth Day on 12th December, 2013 at the age of 101 at his native village Rengging with full of joy’. He was as bright as a button with a brilliant memory in the days and faced death with no fear. May his soul rest in peace.

Rape incidents rising alarmingly

The number of rape cases is rising considerably in the state. This rising trend is matter of great concern for the tribal society, which is a closed knit group. Adding to the growing list of incident, a minor girl was allegedly raped at Koloriang on February 22 last. Victim is 13 year old while the alleged accused is believed to be 19. The police have arrested him and sent him to judicial custody.

However, it is often seen that in Arunachal, criminals be it rapists or murderers easily get away after committing heinous crime. These criminals are often saved by their fellow clan member, which is a wrong practice. The elder’s of tribal community need to rise above clan and tribe, when it comes to dealing with criminals. The backdoor negotiation should not be allowed to take place and criminals should be strongly punished for their act. Drastic rise in  the number of rape incident is shaming tribal society. Besides dealing strongly against such criminals, the society as a whole should come together and introspect over this issue.

Properly advertise tender notice

Dear Editor,

Through the column of your daily, I would like to urge all the executing agencies  to maintain the norms laid down by the CPWD for  time limits given for publication of tenders and charges for sale of tenders papers. As per, CPWD mannuals time limit for Publicity of Tenders under section 17.5 are as-

(i) 7 days in the case of works with estimated cost put to tender up to Rs. 20 lakhs

(ii) 10 days in the case of works with estimated cost put to tender between Rs. 20 lakhs to Rs 2 crores

(iii) 14 days in the case of works with estimated cost put to tender more than Rs. 2 crores

(2) The above time limits may vary at the discretion of the NIT approving authority keeping in view the exigencies of work. That under section of CPWD manuals 18.6 the charges for the sale of tender forms to contractors:—

(a) Works costing up to Rs.1 lakh: …………………… Rs.150

(b) Works costing between Rs.1 lakh and Rs.50 lakhs………………….     Rs. 500

(c) Works costing more than Rs.50 lakhs and up to Rs.2 crore…....…….. Rs.1000

(d) Works costing above Rs.2 crores: ………………………………...…... Rs.1500

When poor contractors come for seeking any kind of works, most of the officers tell them about norms and rules. But when it is about publication and charges of tenders they forget norms and work as per their own ideas. I would also like to urge department of information and publication to circulate to  all the  local and national dailies for proper advertisement of tenders inviting for executing any kind of works. Due to negligence in proper advertisement of tender notice many contractors are deprived.

Sumo service will be of great help to the public

Dear Editor,

Through the column of your esteemed daily, I, on behalf of the people of Dibang Valley District take this opportunity to express our heartfelt gratitude to Abu Tayeng, General Manager, APST for the laudable step of starting APST Tata sumo services for the public of this district on Anini-Roing route. The service started on 2nd March has addressed a very basic and pertinent issue of this hostile terrain and challenging weather conditions, which has rendered this district as amongst the most inaccessible and inhospitable areas for surface communication.

This step brings much relief to commuters of Anini, most remotest and far-flung area. APST has taken an innovative initiative. It definitely generates a feeling of contentment for your act of benevolence, to know that this step has been taken in the interest of the public and will cater to needs of the people in areas where there is no APST bus services coverage. It is heartening to know that other remote areas of state where APST bus services are not feasible would also be covered by this service in a phase wise manner.  Also, the vehicular fares have also been kept at minimum possible rate which is significantly lower in comparison to the fare charged by private sumo players which will greatly benefit the govt. servant and common man. GM, APST, Abu Tayeng is well aquatinted with the hardship faced by people of this district when he was posted as a Deputy Commissioner of Anini. Enthusiastically the people of this district realize the boon and service done by Abu Tayeng and we regard him highly as able administrator. But our local MLA is not concerned of this basic amenity for public.

Why so much delay in conducting interview?

Dear Editor,

Through the column of your esteemed daily, I would like to draw attention of Directorate General Police, PHQ, Itanagar towards delay in conducting interview of the advertised no PHQ/PER-64/2012 which was published on 22nd Aug/2012 for the UDC (7 post) and LDC (11 post).

We submitted application with treasury challan of Rs.40 for the interview as per given advertisement. But the interview has not been conducted till now. Surprisingly, since then interviews for various posts such as Constable, head constable and sub- inspector have been conducted. We request concern authorities to conduct the interview as soon as possible to avoid any misunderstanding with concern authority.

Pathetic road condition

Dear Editor,

Through the column of your esteemed daily, we on behalf of common citizen of Sangdupota circle , Papum Pare District, would like to draw the kind attention of concerned department and local MLA, the 14th Doimukh Assembly constituency towards pathetic condition of the Gophur Tinali(Itanagar) to Sangdupota circle-viz-Poma, Jote and Bassarnallo roads.

The concern road is lifeline for the people of Sangdupota circle, viz- Poma, Jote and Bassarnallo areas and is solitary road connecting  circle to the rest of state. However the condition of said road is in deplorable conditions and pose serious threat to the person using this stretch of road. Especially during rainy season, there is high risk. The deteriorating road condition is badly affecting the livelihood of people. Especially, during emergency medical cases people of Sangdupota circle face difficult time due to dreadful road condition. In the monsoon season this stretch of road resembles fish pond. Sangdupota circle is witnessing major construction activities like National Institute of Technology (NIT), Law College, Tourism place, EDI and Bomboo Handcraft factory etc. So, we need better road communication.

Therefore, we on behalf of concerned citizens of Sangdupota circle would like to request the concerned department and local MLA for early renovation of the above mentioned stretch of road before rainy season with quality works for the greater interest of the local people of Sangdupota circle.
