PPA ridicules induction of Alo Libang as Parl. Secy.
ITANAGAR, Mar 05: People’s Party of Arunachal (PPA) has ridiculed the induction of Alo Libang as a Parliamentary Secretary.
The recent induction of a defected legislator as a Parliamentary Secretary amid public outburst has made mockery of the Anti Defection Law, PPA President Nikh Kamin said in a release.
Alo Libang is one of the defected legislators against whom disqualification petition is pending in the Court of the Speaker. Now, it is upto the Speaker whether he will restore the sanctity of the chair he is occupying by disqualifying the defected legislators or reject the petition, Kamin said.
PPA, however, would leave no stone unturned in getting the defected legislators disqualified to contain defection of legislators in future in Arunachal Pradesh, Kamin added.

ITANAGAR, Mar 05: Krishi Vigyan Kendra (KVK) East Siang, College of Horticulture and Forestry, Central Agriculture University, Pasighat organized a field day on composite fish farming at Ledum village in East Siang district.
The team observed the growth of fishes by feeding them floating pelleted feeds.
The subject matter specialists of the KVK educated the fish farmers about aquaculture techniques and strategies for future extension of farm. They were also trained on feeding method by using floating pelleted fish feeds manufactured by College of Fisheries, CAU, Agartala, Tripura.
EK Fair Price Shop Association seeks more rice allocation
ITANAGAR, Mar 05: The All East Kameng Fair Price Shop Association (AEKFPSA) sought 500 quintals more allocation of APL rice in the district claiming that current allocation of rice to the district is insufficient and could not able to meet the growing needs of people.
The fair price shop association also demanded for early release of Iodized salt from the months of May to October 2013. Though the state government had allocated 392 quintal of iodized salt for each month, the district had received only 100 quintals so far, it added.
It further sought the authority to release the wheat converted quota of rice to the district. It is said that government has allocated more rice to the district as diverted from wheat since the district has less number of wheat consumers. The association also demanded for termination of labour contractor, FCI Seppa saying that the scarcity of rice in the district is partly due to negligence and insufficient labour from nominee for distribution of rice.

Lok Sabha election in Arunachal on April 9
ITANAGAR, Mar 05: Lok Sabha elections in Arunachal Pradesh for two constituencies would be held on April 9, while notification would be issued on March 15 and last date for filing nominations has been fixed on March 22 next.
Scrutiny of papers would be conducted on March 24 while last date of withdrawal of candidature has been fixed on March 26 next. Counting of votes would take place on May 16.
The Model Code of Conduct comes into force with immediate effect with announcement of elections schedule.
Addressing the media persons here today, Chief Electoral Officer (CEO) C B Kumar said that altogether 7,53,170 electorates including 3,77,272 female would exercise their franchise in 2,158 polling stations in the state.
664 polling stations in the state are inaccessible while 8 polling stations are having less than 10 voters, 20 having less than 20 voters and 105 polling stations have less than 50 electors.
The C Sector polling station at Itanagar has the highest number of 1,650 voters, while Malogaon polling station under Hayuliang in Anjaw district has only two voters.
The CEO informed that more than 15,000 government employees were being deployed to conduct the elections besides, 13 senior officers have been appointed as state nodal officers.
"Central paramilitary force will be deployed throughout the state for creating conducive environment in addition to the state’s security forces," he disclosed.
The CEO further the Commission was focusing to check all kinds of inducements including cash, liquor and gift by any political parties. Moreover, he said, adequate number of general observers, police observers and expenditure observers were being deployed in the state who, would be coming from outside the state and would remain in the concerned district till declaration of the result.
On movement of poll personnel and materials to inaccessible polling stations, he stated that movement would be done in advance and enough air sorties have been requisitioned for transportation of men and materials.
The CEO disclosed that Arunachal Pradesh has been declared as one of the "election expenditure sensitive states" in the country. "The commission, based on inputs has identified 23 assembly constituencies in six districts of the state as most election expenditure sensitive," Kumar added. The districts include, West Siang, East Siang, Kurung Kumey, Lower Subansiri, Papum Pare and East Kameng. "This time we are going to have targeted approach instead of general approach to monitor election expenditure in these districts," he said adding, the other districts would also be under the commission scanner.
As per Commission's directions, election expenditure monitoring (EEM) teams like video surveillance teams, video viewing teams, MCMC, flying squads and state surveillance teams have been constituted to check out any type of malpractices during elections.
"Banks have been asked to furnish daily reports on any abnormal withdrawal or deposit. Flying squads and state surveillance teams in each assembly constituency will check all the vehicles to ensure that no unaccounted cash of more than Rs 50,000 is carried by individual and political parties for election related activities," he said.

Assembly passes Arunachal Pradesh Lokayukta Bill
ITANAGAR, Mar 5: The Arunachal Pradesh State assembly today passed the Arunachal Pradesh Lokayukta Bill, 2014 paving the way for establishment of body of Lokayukta for the state of Arunachal Pradesh to inquire into allegations of corruptions against certain public functionaries and matters connected therewith.
Presenting the Arunachal Pradesh Lokayukta Bill, 2014 for passing on the floor of the house, Chief Minister Nabam Tuki termed the bill as historic and important to maintain transparency and accountability in the governance. The bill is in the interest of the people and act as the guiding pillar to streamline the activities of the government, Tuki said while informing that it is made mandatory for all the UTs and states to pass and implement the bill within one year time by January 2015.
Stating that India is committed to zero tolerance of corruption, the Chief Minister said that the Lokayukta Act, 2014 which was passed by the Parliament in January last will extends to the whole of the state of Arunachal Pradesh after it is passed by the state assembly.
Legislators J.K Pangging, Bamang Felix and Dr. Tangor Tapak participated in the discussion on the bill and advocated for its passing in the assembly to facilitate setting up of a social mechanism to man corruption for larger interest of the people of the state.

Assembly adjourned as CM and others stranded on road
Itanagar, Mar 05: Traffic congestion between Itanagar and Naharlagun today has forced adjournment of the state legislative Assembly for one hour without any business.
The house was adjourned for one hour immediately after the members assembled at 10 am by senior member Laeta Umbrey, who was on the chair, as Speaker Wangling Lowangdong, Deputy Speaker Jomde Kena, Chief Minister Nabam Tuki and several members could not reach as they were stranded in traffic along the NH 52 A.
The state assembly is situated at Naharlagun which is 14 km away from the state capital.
Traffic jam has been a regular phenomenon for Itanagar and its adjoining areas with long queue of vehicles remained stuck along the NH 52 A, the only road between Itanagar and Naharlagun, during peak hours. Though there is an alternate road from Itanagar to Naharlagun via Jully village, but its condition is not suitable for movement of vehicles. PTI

Arunachal to move Centre for alternative road via Bhutan
Itanagar, Mar 5: Arunachal Pradesh Chief Minister Nabam Tuki today assured to move to Centre with a proposal for undertaking survey for an alternative road from Berakund in West Bengal to the state via Bhutan to avoid impact of frequent blockades in neighbouring Assam.
Responding to question from Congress member Takar Marde during question hour in the assembly today, Tuki said that the state government had already submitted a memorandum to the Centre pleading for construction of a road between Lumla in Tawang district and Bhutan besides opening up of border trade with Bhutan and Myanmar.
"During the visit of Union Minister of Road Transport and Highways Oscar Fernandes to the state last year, the state government raised the issue," Tuki disclosed and added that frequent bandh in Assam had affected development in Arunachal Pradesh as the state is entirely dependent on the neighbouring state for movement.
Earlier, Marde drew the attention of the House that without alternate roads, all the power projects and other important projects in the state have ran into rough weather following delay in transporting construction materials due to frequent bandhs in neighbouring Assam.
Admitting that due to absence of alternate roads, all projects in the state are facing impediments, Tuki assured the House to take up the matter urgently with the Centre. PTI

“At Itanagar we would be working with 40 youths at Sange Lhaden Sports Academy for a month and give the feedback about their weaknesses and strength for them to work on.
“The routine would be same when we visit various selected places of the state for hunting talents and train them,” Greene, flanked by Carr, having six years’ experience, said with his eyes beaming with lots of hope.
“If we really get good players, we would take them for trail in our Reading Academy, one of the best in the world,” assured Nomuk.

Lower Dibang Valley takes steps for free and fair LS elections

ROING, Mar 05: In order to ensure free and fair conduct of Lok Sabha elections in Lower Dibang Valley district, the district administration elaborated on several measures being taken to guarantee strict adherence to model code of conduct.
Talking to the mediapersons here today, Deputy Commissioner Shiv Kumar, also the District Election Officer (DEO), said several 'Control Rooms' in the district has been established to attend to complaints regarding any violations to election code of conduct.
"Malpractices by any vested groups in coercing the voters, distribution of liquors, or any misconduct that seeks to undermine the election code and conduct will not be tolerated," said Kumar.
The model code of conduct is in effect from today following the announcement of Lok Sabha polls to be held on April 9 in the state.
"Three controls rooms in Dambuk, Roing and Hunli has been established," informed Kumar and said that these control rooms will be facilitated by 'flying squads' consisting of an administrative officer and police personnel.
"These flying squads will be in service 24X7 and their contact numbers are being

The officials in control rooms are equipped with video cameras and will visit all political campaigns and rallies to take note of any violation in election code of conduct. The district head also informed that video surveillance will be used during polling day.

I pay my rich tribute to 101 years old man Tasing Darang, one of the longest lived Adi of all time, who took his last breath on 19th February, 2014 at Rengging (about 14 km away from the centurion town Pasighat). Darang was a pioneer in his own field and the state has truly lost a great centurion member.
Late Taper Darang and Late Yari Paron Darang parents of late Tasing Darang migrated from historic Kebang to Rengging village. Later, Tasing Darang was born at Rengging and at 10 yrs he managed to take admission in Sadiya Mission School (Assam) in 1932 after selling one goat and one Gadu (Blanket) @ ten rupees. Later he served the state in various capacities right from Chief Sardar to VLW.
He will be remembered forever not only for his long survival but for his esteemed
contributions; he rendered to the state in various capacities during his life. In
1943 he was entrusted as Chief Sardar in the 2nd World War by the then Head Clerk
Rai Boruah to move Patkai Hills of Indo-
He also worked under British officers like T.K. William and Person Sahab and had the opportunity to serve the people under Indian administrative officers like B.C. Bhuyan, L. Lunggalang, W.S. Siza. M.M. Lal, U. Chakma, R.K. Patir during his long 28 years of service. He was very famous and loveable in the Adi society due to his amiable nature and sincerity. He established good relationship with many renowned personalities like Apak Jamoh, Kuttik Moyong, Okang Tabing, Rokom Moyong, Kinu Darin, Subuk Tasung, Tobak Tayeng, Assom Borang, Boken Ette, Gidam Yomcha, Tapang Taki, Banom Perme, Balem Jerang, Kaling Lombing, Tolosobo Ering and Kitem Jamoh and many more.

He was physically and mentally sounds having a good appetite even at the last stage of his life. He celebrated his last Birth Day on 12th December, 2013 at the age of 101 at his native village Rengging with full of joy’. He was as bright as a button with a brilliant memory in the days and faced death with no fear. May his soul rest in peace.

Rape incidents rising alarmingly
The number of rape cases is rising considerably in the state. This rising trend is matter of great concern for the tribal society, which is a closed knit group. Adding to the growing list of incident, a minor girl was allegedly raped at Koloriang on February 22 last. Victim is 13 year old while the alleged accused is believed to be 19. The police have arrested him and sent him to judicial custody.
However, it is often seen that in Arunachal, criminals be it rapists or murderers easily get away after committing heinous crime. These criminals are often saved by their fellow clan member, which is a wrong practice. The elder’s of tribal community need to rise above clan and tribe, when it comes to dealing with criminals. The backdoor negotiation should not be allowed to take place and criminals should be strongly punished for their act. Drastic rise in the number of rape incident is shaming tribal society. Besides dealing strongly against such criminals, the society as a whole should come together and introspect over this issue.

for Publicity of Tenders under section 17.5 are as-
(i) 7 days in the case of works with estimated cost put to tender up to Rs. 20 lakhs
(ii) 10 days in the case of works with estimated cost put to tender between Rs. 20 lakhs to Rs 2 crores
(iii) 14 days in the case of works with estimated cost put to tender more than Rs. 2 crores
(2) The above time limits may vary at the discretion of the NIT approving authority keeping in view the exigencies of work. That under section of CPWD manuals 18.6 the charges for the sale of tender forms to contractors:—

When poor contractors come for seeking any kind of works, most of the officers tell them about norms and rules. But when it is about publication and charges of tenders they forget norms and work as per their own ideas. I would also like to urge department of information and publication to circulate to all the local and national dailies for proper advertisement of tenders inviting for executing any kind of works. Due to negligence in proper advertisement of tender notice many contractors are deprived.
